Job Description

We are seeking an Economic Development Program Manager. Reporting to the Director, Goldman Sachs 10,000 Small Businesses Baltimore, and collaborating closely with the Program Coordinator, Alumni Manager, and Program Facilitator, the Program Manager coordinates and leads the team in developing and implementing a comprehensive program of activities, services, programs, and initiatives that will produce outcomes for 10,000 Small Businesses alumni businesses around the four pillars above (Talent Recruitment & Matchmaking, Professional Development & Skills Training, HR Support & Coaching, and Procurement Opportunities Strategy). The Program Manager partners closely with JHU staff, consultants, external partners, content and service providers, and small business owners to ensure the OneStop Job Hub is delivering high-quality, relevant content and resources to the participating 10,000 Small Businesses alumni businesses in support of the OneStop’s workforce development goals and targets and to achieve the program’s outcomes of job creation and revenue generation for the participating businesses. Specific Duties & Responsibilities Coordinating the planning and development of the OneStop Job Hub’s activities, services, programs, and initiatives. Serving as the primary implementer of the OneStop Job Hub’s activities, services, programs, and initiatives. Acting as the primary liaison between the OneStop Job Hub and the participating businesses, identifying and responding to their needs and fulfilling the OneStop Job Hub’s mission and goals. Conducting research and identifying resources and solutions in response to the needs and challenges of the participating businesses. Regularly engaging with the participating businesses via telephone, email, and in-person. Drafting and distributing regular communications to the participating businesses, including email newsletters, social media, website content. Tracking the status of engagement of the participating businesses, ensuring they are aware of and utilizing the OneStop’s services and programs. Acting as the primary liaison between JHU and all OneStop Job Hub partners (including Baltimore Corps, Julep Consulting, Bloomberg Philanthropies, and others), ensuring all parties are informed and coordinated. Attending 10KSB alumni and scholar events and sessions. Identifying and securing additional resources to support the OneStop Job Hub’s mission and the needs of the participating businesses. Creating and managing systems for communication and collaboration between the participating businesses. Developing and managing systems for the measurement and evaluation of the OneStop Job Hub’s activities, services, programs, and initiatives to support continuous improvement. Overseeing and managing the OneStop Job Hub’s administrative activities, including developing systems and processes for managing data, communications, and workflow. Requirements & Qualifications Three plus years of work experience related to community building, economic development/empowerment, and/or small business development. Familiarity with the needs and challenges of small businesses and a passion for supporting their growth. A strong understanding of Baltimore City and Maryland State small business resources is a plus, but not required. Familiarity with HR policies and procedures preferred. Experience building and nurturing partnerships to leverage resources and services. Experience developing, implementing, and scaling programs. Experience creating, collecting, and analyzing data. Top-notch project management skills and a strong attention to detail. Excellent written and oral communication skills. A self-starter with the ability to both work independently and participate and thrive in a collaborative environment. A creative and entrepreneurial mindset, a high degree of emotional intelligence, and strong interpersonal skills. Strong working knowledge of operational and technology systems, including CRMs/databases and the Microsoft Office and Google Workplace suites. Strong working knowledge of social media and digital platforms, and experience developing and sharing content. Commitment to social justice and antiracism, and a nuanced understanding of the ways in which the OneStop Job Hub’s work intersects with race and equity. Minimum Qualifications Bachelor’s Degree. Three years of related experience required. Additional education may substitute for required experience, and additional related experience may substitute for education, to the extent permitted by the JHU equivalency formula.
