Job Summary


The Environmental Compliance Officer will be responsible for managing the daily Environmental Compliance Program as well as implementing and managing key requirements of the Environmental & Sustainability Management System (ESMS), perform environmental audits and inspections and advise MBTA employees on maintaining compliance with state, local and federal environmental regulations, assist in system-wide waste disposal, industrial hygiene and pesticide use, practices and policies, advise on compliance issues, report violations as needed, and recommend corrective actions.

Duties & Responsibilities

  • Perform inspections and conduct and participate in routine environmental compliance facility audits independently and with facility staff or regulatory agents.
  • Manage the Environmental Audit Program; establish environmental protocol and standard operating procedures for facilities.
  • Interact with all applicable environmental and public safety agencies to assure compliance with all environmental regulations, with an emphasis on proper handling of hazardous material, hazardous waste and storage systems.
  • Review and make recommendations for site specific and system-wide environmental compliance at the Authority's operating and maintenance facilities.
  • Work with field staff to verify non-conforming work is resolved in accordance with required procedures.
  • Prepare written environmental inspection reports for the project sites.
  • Establish and implement training programs for Authority staff responsible for handling hazardous materials and waste streams.
  • Assist facilities with completion, maintenance, and control of all ESMS documentation.
  • Interface with various departments and unions within the MBTA.
  • Respond to each inquiry, whether from a customer, employee, vendor, or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's Degree from an accredited institution in Civil or Environmental Engineering, Environmental Sciences, or Environmental Policy.
  • Three (3) years of demonstrated experience in the environmental field with a focus on the regulations and requirements related to environmental compliance as normally associated with a large or active transportation, industrial or manufacturing facility.
  • Demonstrated ability to comprehend and administer environmental laws and regulations relative to hazardous materials and their proper handling/disposal.
  • Excellent oral and written communication skills.
  • Ability to work as a member of a team as well as individually.
  • The ability to work with government and regulatory agencies as well as outside consultants and contractors.
  • Working knowledge of Microsoft Word, and Excel applications.
  • Excellent customer service, communication, conflict resolution and reading, writing, speaking, and comprehension skills.
  • The ability to work any and all shifts and/or locations as assigned or directed.
  • The ability to work with a diverse workforce.
  • Ability to prioritize work tasks, organize and handle multiple projects simultaneously.
  • Perform work that requires decision making and consistent exercise of independent judgment.

Substitutions Include

  • A High School Diploma or GED with seven (7) years of directly related experience substitutes for the Bachelor's degree requirement
  • An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement
  • A Master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
Preferred Experience and Skills
  • Environmental compliance experience in a transit setting or within the transportation industry.
  • Environmental compliance experience in a large industrial or manufacturing setting.
